Nostrification of foreign diplomas

Nostrification is the process by which the Ministry of Education, Science, Research and Sport of the Slovak Republic assesses and verifies diplomas issued abroad. This institution assesses diplomas from the European Union countries differently from diplomas issued in third countries.

For foreigners living in Slovakia, nostrification is required:

  • For academic purposes – recognition of a foreign graduating certificate required for the admission of a student to a Slovak university

– recognition period up to 30 days (bilateral agreement countries) *

– recognition period up to 60 days (countries outside the bilateral agreement)*

  • For business purposes – recognition of diplomas and internships necessary for the registration of a specialized or regulated sole proprietorship

– recognition period up to 90 days;

  • For professional purposes – recognition of a diploma of education from abroad in various professions (doctor, vet …) – recognition period up to 90 days.

 

* List of countries with which a bilateral agreement on mutual recognition of diplomas has been concluded: Czech Republic, Ukraine, Russian Federation, Hungary, Poland, Croatia, Germany, Romania, China

A1 Form – sole proprietorship

If a foreign self-employed person (SEP) from another EU Member State pursues a business activity on the basis of a temporary residence permit in the Slovak Republic, they shall be subject to the legislation of that Member State. In other words, the foreign self-employed is obliged to pay contributions to the Social Insurance Agency of that particular country. However, if the self-employed person working in another EU Member State wants to be subject to the Slovak regulations and Social Insurance System, he/she will need a PD A1 application form.

 

What you’ll need to do / provide:

  • Submit an application for posting a self-employed person to the territory of another EU member state
  • Photocopy of the contract for temporary performance of self-employment in the host country concluded with foreign entities (official translation is not required)
  • Affidavit on translation of documents in a foreign language 
  • Statement from the health insurance company with regard to the regular payment of contributions 

 

Application requires that the self-employed person should meet the following conditions:

  • Such person is authorized to pursue the activity, which will be temporarily pursued on the territory of the receiving State;
  • Such person normally pursues the essential activities in Slovakia before posting, at least two months prior to the posting – the self-employed person shall prove temporary pursuance of his/her activity in the territory he/she was posted to on the basis of a contract (e.g., commercial contract, order, etc.).

 

Validity of the A1 form is limited. It is determined by Social Insurance Agency and it depends on the posting details such as the duration of the posting that cannot be longer than 24 months.

 

The self-employed person that holds a PD A1 form is obliged to communicate any changes that occur during the time of posting within eight days to the relevant branch of the Social Insurance Agency:

  • The subject posting of the application was not implemented;
  • The posting ended before the expiry of the PD A1;
  • The posting was interrupted for the period of more than two months.

 

The form can be requested for those who have temporary permit of residence for the purpose of business, however, the conditions and requirements for issuing the A1 form vary.

Exchange of foreign driving licence

After 185 days from the beginning of the temporary residence permit in the Slovak Republic, foreigners have the right to exchange their foreign driving licence for the Slovak one. It is best to do so within 60 days of the expiry of this period, but no later than one year from granting of the permit, because if you decide to exchange it after this period, you will be required to pass Slovak driving school exams.

 

What documents are needed:

  • Driving licence issued in your country;
  • Confirmation from the Ministry of the Interior in your country that your driving licence is valid – with an apostille;
  • If you are applying for category C – confirmation from a Slovak psychologist – psychological tests.

 

The documents are submitted to the relevant police department, according to the foreigner’s residence in Slovakia. Your driving licence will be revoked and you will receive a temporary document that serves as a replacement for your driving licence. Within 5 to 20 days (depending on the fee) the new Slovak driving licence will be issued.
